Guideline for the Site-Specific Assessment (SSA) of Offshore Wind Farm Jack-ups
The Society of Naval Architects and Marine Engineers is proud to present Technical and Research Bulletin 5-7 (2024), Guideline for the Site-Specific Assessment (SSA) of Offshore Wind Farm Jack-ups. In 2019, offshore wind industry developers, in collaboration with their supply chain partners, initiated the SNAME J-REG JIP (joint-industry program) to develop site-specific assessment (SSA) guidelines for jack-ups used in the construction, operation, and maintenance of offshore wind farms (OWF). The SSA process has proven over decades to be an important step in verifying the structural and foundation performance of a jack-up at a site and is much needed to support the increased application of jack-up concepts in OWFs.
Since its initiation in April of 2021, the J-REG JIP Phase II has been recognized by the offshore wind industry as a group that ultimately represented 47 organizations (120individuals) participating in the development of its guidelines. These guidelines now supplement existing oil and gas (O&G) industry standards documented in ISO 19905-1. The ISO standards were developed over the course of 30 years by a broad range of offshore industry stakeholders, providing the O&G industry with a robust screening and approval process for jack-ups. With this publication, the J-REG JIP provides a step toward industry standards by developing SNAME guidelines that reflect the offshore wind industry’s international experience and fill the “gaps” between O&G and OWF jack-ups.
This SNAME T&R Bulletin 5-7 (2024) is the final deliverable of the J-REG JIP Phase II and identifies the key factors for the SSA of jack-ups considering the elevated, installation, and removal conditions.
This bulletin is entitled Guideline for the Site-Specific Assessment (SSA) of Offshore Wind Farm Jack-ups and it supersedes SNAME T&R Bulletin 5-7 (2022) that had the same title. This bulletin, SNAME T&R Bulletin 5-7 (2024), contains an updated main text supplemented by 18 new supporting appendices that address numerous topics associated with the gaps. These appendices were written through the collaboration of many participants with specialist knowledge, supported by paid and in-kind studies.
