American naval engineer receives 24-year sentence
for exporting defense technology

A US federal court in California has found that a Chinese-born naval engineer betrayed the nation by conspiring to export sensitive defense technology to China. The naval engineer was convicted of conspiracy and was sentenced to 24 years and five months in federal prison. An assistant US attorney noted that the fact that the information that the naval engineer gave to China was unclassified did not diminish the damage done to the US. Witnesses testified that some materials could be bought from the website of the American Society of Naval Engineers until the government put a stop to it. The naval engineer is a naturalized US citizen who worked on naval propulsion systems. He was also convicted of acting as an unregistered foreign agent, attempting to violate export control laws, and making false statements to the FBI.

Attention all SNAME Young Professionals

SNAME has developed a new program for Young Professionals. Our goal is to have an active Young Professionals (YP) group in each section of SNAME to bring together young professionals for networking, career development, support, and fun. Meetings and activities could consist of events of a social, technical, and educational nature. The primary goal is to improve the SNAME experience for young professionals and meet the specific needs of our younger members.

Objectives of the YP Group

  • Add value to your SNAME membership
  • Create a professional network of young people in your area
  • Increase your local section membership
  • Organize fun social events
  • Provide professional development and industry awareness

SNAME, Maritime Reporter Collaborate on 115th Anniversary Edition

In 2008 SNAME will celebrate 115 years of advancing the art, science and practice of naval architecture, shipbuilding and marine engineering. SNAME will celebrate the milestone all year long, culminating in the publication of special “SNAME Turns 115” issue– produced by Maritime Reporter & Engineering News – and dedicated to SNAME members and the marine industry.

SNAME member participation is welcome, and in fact crucial to the success of this project. Some ways in which you can participate:

  • Send us your historical photographs: scanned and transmitted electronically (300 dpi/.jpg preferable). If sending hard copies, please send duplicates, as original material will not be returned. If sending photos, please provide as much detail, including names of those pictured, as possible.
  • SNAME and Your Career: Let us know how SNAME membership has helped your career.
  • Special memories of SNAME: If you have an interesting, humorous or insightful story or antidote, please share it in this historical publication.

According to the by-laws of the Society, members dues which are three months in arrears will be suspended from the Society. If you have received a notice that your dues are outstanding, renew today to maintain your status as a MEMBER IN GOOD STANDING. Allowing your membership to lapse can result in reinstatement fees as well as loss of years.

Please comment on ADA Accessibility Guidelines
for Passenger Vessel Emergency Alarm Systems

As reported in the mid-October 2007 SNAMeNewsLetter (www.sname.org/newsletter/ADA_1007mid.pdf), the Architectural and Transportation Barriers Compliance Board (Access Board or Board) has established a Passenger Vessel Emergency Alarms Advisory Committee to make recommendations on issues related to the effectiveness of passenger vessel emergency alarm systems for individuals with hearing loss or deafness. See 72 FR 34653 (June 25, 2007). Below is the Committee’s Draft Consensus Document, which is distributed here for comment by any interested SNAME Members. Please forward any comments/questions to SNAME’s representative on this committee, Dave Chapman (dchapman@sname.org), by April 15, 2008.

WMTC 2009

World Maritime Technology Conferences have been hosted by SNAME in San Francisco in 2003, and by IMarEST in London in 2006. The next conference will be held in Mumbai, India, January 21-24, 2009, hosted by the Institute of Marine Engineers, India (IMEI). See www.wmtc2009.com.

WMTC 2009 offers an opportunity to present a paper to an international audience representing nearly all segments of the maritime industry worldwide. Synopses of 450 words are required by 15 May 2008. Final drafts are required by 15 September 2008. For details click here.

India is a maritime power with large investments by the Federal and State governments, the private sector, and international companies. Suppliers of major and auxiliary machinery and equipment established in India benefit from the impressive and rapid growth of the Indian maritime industry. WMTC 2009 is an excellent opportunity for international recognition.

TSA – TWIC Enrollment

The Transportation Security Administration (TSA) established a Check Card Status site where maritime workers who have enrolled for a Transportation Worker Identification Credential (TWIC) may check the status of their applications. Another site provides a list of TWIC Identification Verification Documents.

JETS - Pre-Engineering Times
March 2008 Issue

The Junior Engineering Technical Society (JETS) focuses on opening the world of engineering to junior high and high school students, parents and educators. JETS provides information about engineering careers as well as programs and resources that illustrate real-life teamwork and problem-solving skills. SNAME is a participating member of JETS.

Scholarships Update

The Society is pleased to announce the awarding of eight graduate scholarships for the 2008-2009 academic year. The awards are in amounts ranging up to $12,000. The graduate scholars will be studying Naval Architecture, Marine Engineering and Ocean Engineering leading to masters degrees. For more information on the awardees, an expanded announcement will be found in the July issue of Marine Technology.

The two SNAME Undergraduate Scholarships honoring Mandell and Lester Rosenblatt and Robert N. Herbert will be awarded in July. The amount of these awards will be up to $6,000. Highly motivated and professionally focused student members are reminded that applications must be received at SNAME headquarters by June 1, with all supporting documents received not later that June 15. The application form and instructions for these scholarships may be obtained from the SNAME web site at www.sname.org/scholarships_undergraduate.htm
