Mandate
Ad Hoc Panel #13 was approved at the May 1, 2002 meeting of the
TR Steering Committee. This panel is the thirteenth in a series
of ad hoc panels formed under the T&R Steering Committee banner.
The key objectives of the new panel are to better identify sea and
vessel characteristics that initiate this coupling of pitch and
extreme rolling based on current data and to propose operational
guidelines and navigational procedures for existing vessels to avoid
or to reduce the effects of the phenomenon. One particular goal
will be proposal of a suitable amendment to Maritime Safety Committee
Circ.707, "Guidance to the Master for Avoiding Dangerous Situations
in Following and Quartering Seas" to account for head-sea parametric
rolling. As motions and resulting accelerations caused by head-sea
parametric rolling are extreme, current classification society and
international criteria for predicting motions and accelerations
will be evaluated for their consistency and accuracy in predicting
design criteria for new-buildings
Previous ad hoc panels have used the world wide web to provide
accurate and timely technical assessments of critical issues. For
this reason, we will use the web to disseminate and house information
regarding Ad Hoc Panel #13. For more information, we invite you

to the Panel's activities are welcomed.
The Panel tentatively plans to use working groups to focus on specialized
problems of interest. The plan and current status of the panel's
work will be reported via the Internet. For more information on
