Mission Statement

Research and identify the range of problems of shipboard oily wastewater and bilgewater management systems. Work in partnership with responsible agencies, companies, and organizations to develop workable and technically grounded solutions.

Objectives (Working Draft)

Note: It is the co-chair’s practice to label objectives as “working draft” to reflect the fluid nature of the understanding of complex issues such as this.

Technical Objectives

1) Research and understand the human factors elements related to inadequate maintenance, operations, training and inspections of OWS systems.
2) Research and develop an OWS trouble shooting matrix / protocol.
3) Research and develop OWS systems inspection protocols.
4) Re-examine first principles of oily wastewater and bilgewater generation and shipboard management.
5) Develop a SNAME reference text on OWS Systems. (Each chapter will be a standalone paper). Develop this using Wiki style systems.

        OWS physics and chemistry
        Oil and water separation strategies
        Oil and water separation mechanics
        OCM mechanics
        Oil and water separation regulations
        Oil and water shipboard procedures (ORB, use of ISM, use of lock outs)
        OWS system monitoring
        Ship board design of OWS systems
        Ship board operations and maintenance of OWS systems
        OWS inspections
        Case studies
        Troubleshooting OWS systems
6) To become the clearinghouse for the most complete and up-to-date technical and operational information on OWS systems.
7) To develop and active membership to represent all facets of shipboard OWS systems issues.

Regulatory Objectives

Provide technical expertise to regulatory agencies and organizations studying on OWS systems and oily wastewater and bilgewater generation and shipboard management problems. Where appropriate, and in partnership and collaboration with regulatory agencies, and organizations and bodies, translate findings and recommendations, procedures and protocols into formal proposals for consideration.
