Offshore Committee Panel 7 is a group of individuals from various technical backgrounds joined together under the auspices of the Society of Naval Architects and Marine Engineers Technical & Research Program with the common interests of Jackup design, analysis and operation. Quoting the 2000 T&R Organization and Procedures Manual, through the T&R Program “the Society encourages and sponsors maritime research into all areas of the sea sciences, with particular emphasis on the design, maintenance, construction and operation of ships, marine vehicles, and offshore structures of all kinds”. Specifically, the OC-7 Panel has become curator of T&R Bulletin 5-5A, “Guidelines for Site Specific Assessment of Mobile Jack-Up Units”. The purpose of this panel is to continually evaluate and understand ongoing technical developments in jack-up site assessment, design and performance in the interest of all members of the offshore community.

Panel membership is determined on an individual basis – not by company affiliation. However, in an effort to provide a broad perspective on issues affecting our industry, the Panel is composed of individuals from oil companies, drilling contractors, rig designers, engineering consultants, warranty surveyors, classification societies, and international coastal state authorities.
