The Joint High Speed Vessel (JHSV) Program LCDR Marty Wallace, Strategic and Theater Sealift Program Office
The Joint High Speed Vessel (JHSV) Program is being managed by the US Navy for the US Army and Military Sealift Command (MSC) acquisition communities. The JHSV will extensively utilize commercial practices and equipment in high speed vessel technology to develop a responsive, deployable, agile, versatile and sustainable asset for its operators. The vessel will enable combat commanders to transport upwards of 700 short tons of combat-ready units over a distance of 1200 nautical miles at 35 knots. It will have the capability to offload in an austere environment with minimal shore infrastructure. JHSV 1 (SPEARHEAD) is currently under construction at Austal USA in Mobile, AL and is expected to be delivered in December 2011.

As a prior enlisted nuclear submariner, Lieutenant Commander Wallace served in USS BUFFALO (SSN 715) and USS BILLFISH (SSN 676). He was commissioned into the United States Navy after graduating from the University of Washington in June 1997 with Bachelor of Science Degrees in Biochemistry and Cell & Molecular Biology. After serving in USS HIGGINS (DDG 76), he executed his ED option and attended the Naval Postgraduate School, earning a Master of Science Degree in Applied Physics.
Lieutenant Commander Wallace served in several maintenance-related billets while finishing his EDO qualification tour at Ship Repair Facility, Yokosuka, Japan. He transferred to Supervisor of Shipbuilding, Bath, Maine where he served as the Production Officer and the Program Manager’s Representative for two multi-billion dollar ACAT 1D programs, DDG 51 and DDG 1000. While at SUPSHIP Bath he deployed to Iraq in support of counter-IED efforts as the Technical Lab Manager for the Combined Explosive Exploitation Cell (CEXC).
Since November 2009 Lieutenant Commander Wallace has served as the Post-Delivery Manager and is currently the Deputy Project Manager for the JHSV program.
