Mr. Powell has over 20 years of experience providing engineering and technical consulting services to vessel owners, operators and shipyards. He is a former U.S. Navy Diving & Salvage Officer, degreed naval architect, and accredited marine surveyor.
He earned his degree in naval architecture from the University of California, Berkeley. Upon graduation he was commissioned in the US Navy and served aboard a salvage and towing vessel engaged in heavy lift, ocean towing, diving, and salvage operations. He served in various capacities including Assistant Engineer, Operations Officer and Diving Officer.
He began his experience in the commercial marine industry as an engineer with Ship Analytics where he was involved in the development of high fidelity ship handling and oil spill simulator systems with advanced hydrodynamics and interactive computer generated imagery. He designed geographic and environmental databases and created hundreds of ship models for Tactical Engagement Trainers for the Singapore Police Patrol Boats. He also surveyed the Suez Canal and designed geographic exercise areas for an Environmental Crisis Management Simulator at the Arab Academy of Science and Technology in Alexandria Egypt.
Mr. Powell is currently the President of JMS Naval Architects & Salvage Engineers located in historic Mystic, CT. JMS is a specialty maritime engineering firm providing naval architecture, marine engineering, marine surveying, and marine casualty response services to assist ship owners in the management of their fleet. With a unique combination of high-end analytical engineering expertise and practical deck plate experience, JMS delivers innovative and cost-effective solutions to complex problems. JMS customers represent all sectors of the maritime industry but particularly workboats such as research vessels, tugs, barges and marine construction vessels.
He also serves as the Controller for the Ocean Technology Foundation, a non-profit 501c[3] organization dedicated to marine science, research, exploration and education. Recent projects include $4 million lobster restoration program for Narragansett Bay, expeditions to locate the BONHOMME RICHARD, and Portuguese marine archeology. And recently, he has volunteered for the Sponsorship Committee and Annual Meeting & Symposia Committee as the New England region liaison.
Mr. Powell holds a US Coast Guard Master's License. He is an accredited Marine Surveyor with the Society of Accredited Marine Surveyors [SAMS] and a certified Responsible Carrier Program Auditor with the American Waterways Operators [AWO]. He is a member of the Society of Naval Architects and Marine Engineers [Chairman of the New England Section, member of the Marine Forensics Panel] and the American Society of Naval Engineers [past Chairman of Southern New England Section and Regional Council member].
