Old Business:
1.
Introductions – Rich Sonnenschein welcomed Panel members in attendance, those participating via telecom, and attending guest, Mr. Chao Lin (MARAD). The Panel has a new corresponding member, Dr. Yingguang Yang, of Shanghai Jiao Tong University, who hopes to phone in to next meeting. There were no corrections to the minutes from the Panel’s previous meeting, held on November 4, 2009.

SLF-52 Recap –
Bill Peters reviewed the highlights of the 52nd session of the SLF Sub-committee, held in London, UK, during the week of January 25, 2010 (see http://www.uscg.mil/imo/slf for more detail), including:
• Updated Action plan for new generation Intact Stability, including preliminary specifications, with the deadline extended to 2012.
• Agreement was reached on the MODU portion of the Intact Stability (IS) Code.
• Agreement was reached on draft recommendations for decked fishing vessels <12 m in length, and undecked fishing vessels, any length.
• It was agreed that the 1969 Tonnage rules should not be amended at this time to include a tacit procedure, but in line with the amended, Option A, interpretation of TM.5/Circular.5.
• Draft guidance on open watertight doors on new and existing passenger ships was completed; this document will not apply to cargo ships.
• Agreement was reached to develop guidelines for the verification of damage stability characteristics of tankers and dry bulk carriers.
• The SNAME Dynamic Stability Task Group (DSTG) paper, discussing its mission and recent activities, submitted through RINA, was not included.
• There is serious interest in developing draft stability guidelines for tenders operating from passenger ships, which will be coordinated by DE 53.
• Agreement was reached in that further research is needed, to assess the impact of SOLAS 2009 amendments on RO/RO-passenger ships, as compared with SOLAS 90, in association with the Stockholm Agreement (water on deck criteria).
• Discussions were held regarding the proposed future inclusion of ship types currently exempt from SOLAS Chapter II-1probabilistic damage criteria, such as tankers, reduced freeboard dry bulk carriers, and OSVs.

Dynamic Stability Task Group (DSTG) – DSTG coordinator Chris Bassler, who was unable to attend, forwarded the following input on DSTG activities:
• There was a meeting during the SNAME Annual Meeting in Providence, RI, in October 2009, as well as a presentation of a T&R session, covering the group’s recent work.
• The DSTG was scheduled to meet the same afternoon as the SD-3 Panel.
• Recent work at NSWCCD analyzing the dynamic stability performance of the Orion space capsule is a new subject of great interest.
• The DSTG’s three-year charter ends at the SNAME Annual Meeting in November 2010 (Seattle, WA). The subsequent disposition of this group is uncertain, but the continuation of its work is clearly demonstrated.

Review of Stability-Related PNA Draft Chapters –
• Chapters 1 (Ship Geometry) and 2 (Intact Stability) have gone to publication and are available on the SNAME web.
• Action item for Rich Sonnenschein: Can SD-3 get a Word version of Chapter 2, for Panel eGroup?
• No update available on Chapter 3 (Damage Stability).

Panel O-49, Small Working Vessels Operations & Safety Activities –
• Bruce Johnson discussed the loss of the Concordia schoolship on February 16, 2010. Action item for Bruce Johnson: Post discussion to Panel eGroup.
6.
Panel SD-3 and SNAME Web Page developments –Jane Louie discussed the ongoing progress with SNAME’s new web site:
• If any problems are encountered, Jane Louie asks that she be contacted.
• All SD-3 Panel members are listed on the Panel web page, but each member must subscribe on line, in order to receive and post messages to the Panel eGroup.
• Non-SNAME (e.g., ASNE) members can fill out a form to join the eGroup pages.
7. Proposed Stability Guidance for Small Craft Designers – Chris Barry is working on a Power Boat Symposium presentation on how to use ISO 12217.
• Chris Barry has identified a free software program, MOSES, a modern version of OSCAR, which performs hydrostatics, stability including downflooding, for the oil industry. Action Item for Chris Barry: Provide link on Panel web page, to download the MOSES software program.
New Business:
• Rich Sonnenschein provided Safety at Sea International (SASI) article synopsizing major ship casualties of 2009.
• Bill Clear recommended that all members read Dr. J.K. Paik’s paper in the January 2010 (and final) issue of Marine Technology.
Adjournment / Next Meeting - The meeting was adjourned at 11:30 am; the next meeting is tentatively scheduled for 9:30 AM on Wednesday, May 19th, at the DOT Building – in conjunction with a meeting of the DSTG in the afternoon of the same day.
