Old Business

  1. Introductions
  2. Rich Sonnenschein welcomed the members in attendance, and those participating via telecom. There were no corrections offered to the minutes from the Panel's previous meeting, on July 30, 2008.
  3. SLF-51 Recap – Bill Peters reviewed recent major SOLAS and SLF developments:
  4. SOLAS 2009 – There will be no SLF meeting during CY 2009. The new subdivision and damage rules will enter into force on January 1, 2009; the first set of Explanatory Notes is expected to be approved at the 85th meeting of the MSC in November 2008. Further action at the MSC meeting is also expected on the MSC draft Circular for Liquid Detection Systems aboard passenger ships, an MSC circular on Early Adoption of the 2008 IS (Intact Stability) Code
    2008 Code of Intact Stability – has been forwarded to MSC for adoption at its November 2008 meeting, and is expected to enter in force in mid-2010, with Part A criteria as mandatory requirements.
    New Generation Damage Stability Criteria – An intersessional group led by Japan is continuing to develop performance-based, dynamic stability criteria (human factors will NOT be included in the initial effort), with a targeted completion date of January 2010.
    Guidance for the Safety of Fishing Vessels < 12m in Length and Undecked at any Length – These voluntary rules are expected to be approved in 2010.
    New Generation Damage Stability – One task receiving attention focuses on modifications to wind and roll parameters in the weather criterion.
    Large Passenger Ships – Issues include time-dependent survival ("time to flood"), return-to-port criteria, and the need for guidelines on watertight doors normally left open.
  5. Periodic Review of ASTM 1321, Guidance on Stability Tests and Deadweight Surveys
  6. The Panel utilized the SDC Collaborative Web Site to collect member comments on this Standard, up for periodic review, submitted in July 2008. Action: Bill Peters volunteered to forward the IMO rules for stability tests to Mr. Chao Lin (MARAD), who is the ASTM coordinator for this task.
  7. Inclining Experiment Guidance and Instruction Project
  8. Tom Waters discussed the unchanged status of this project, currently on hold. Tom hopes to meet with project lead (and SD-3 member) John Womack soon, and resume efforts in standardizing the test procedure.
  9. Dynamic Stability Task Group (DSTG)
  10. DSTG coordinator Chris Bassler discussed recent and future planned DSTG activities:
    • Sub-task Team Heads will meet in September at DOT.
    • Next DSTG meeting will be held during the SNAME Annual meeting in October, which should be attended by several members who can rarely make such a meeting in person.
    • There will also be a DSTG T&R Session/Presentation during the SNAME Annual Meeting in October; the initial draft report is in process, with valuable input from the Team Heads.
    • Team Head Bruce Johnson is revising the table of contents for the Dynamic Stability glossary, and continuing development on complex coupled events.
    • A subsequent DSTG meeting will be scheduled for January or February 2009, at DOT [actual scheduled date: February 11, 12:15–4:00 pm].
  11. Review of Stability-Related PNA Draft Chapters
    • Dave Maurer informed the Panel that final revisions to Chapters 1 (Hull Form) and 2 (Intact Stability) are nearly completed, and that they should soon be ready for publication. Action: Bill Peters will provide Chapter 2 author Colin Moore with the revised IS Code as input.
    • The status of Rob Tagg’s update of Chapter 3 (Damage Stability), to reflect the SOLAS 2009 Harmonized Cargo and Passenger ship rules was not known. Tapan Mazumdar explained that input on US Navy ship damage stability had not completed the necessary approval process, and thus, has not been forwarded to Rob Tagg. Chapter 3 will likely be published alone.
  12. Stability Panel Web Site
  13. Jane Louie has set up the Stability Panel SD-3 web site (see http://legacy.sname.org/committees/design/SD-3/index.html). The question was raised, as to the current status of SNAME Web 2.0. Action: Rich Sonnenschein to contact Jim Weingart (Panel SD-2 chair) and others.

New Business

  • Chris Barry suggested a new project, in support of a stability standard for vessels, between 6 and 24 m in length, tailored for small craft designers. Action: Bruce Johnson to send SNAME Best Practices for Fishing Vessels to Chris Barry. Bruce Johnson also mentioned that there are other IMO small fishing vessel rules (which are available only through purchase).
  • Possible Panel Comments on NPRM to revise passenger weight - SNAME Ad Hoc Panel 13 will meet during the 2008 SNAME Annual Meeting in October to draft a letter to SNAME Public Policy for an official SNAME comment; small craft are believed to be the most impacted by this item, but it was not clear that vessels like the Staten Island Ferry would not be affected.
  • There was a brief discussion of recent fishing vessel losses off Alaska, including some of the most common causes (broken rudders; no back-up for electrical pumps). Action: Bruce Johnson offered to forward various articles on lost fishing vessels.

Action Items

  • Dynamic Stability Task Group - All interested in participating in DSTG activities should contact Chris Bassler; next meeting is February 11, 12:15 pm, at DOT.
  • Bill Peters will forward Chao Lin or Rich Sonnenschein the IMO Rules for Stability Tests.
  • Bill Peters will forward Colin Moore the revised IS Code.
  • Rich Sonnenschein will contact Rob Tagg regarding the status of PNA, Chapter 3 (Damage Stability).
  • Rich Sonnenschein will contact Jim Weingart and others, regarding the status of SNAME Web 2.0.
  • Bruce Johnson will forward Chris Barry SNAME Best Practices for Fhshing Vessels; Bruce will also forward Rich Sonnenschein copies of articles on hand, pertaining to lost fishing vessels.
  • Jane Louie and Rich Sonnenschein will add materials to the Stability Panel web page as needed.

The meeting was adjourned at 11:30 AM; the next Stability Panel meeting is scheduled for 9:30 a.m., on February 10, 2009, at the DOT building, in Washington, DC.
