Old Business

  1. Introductions
  2. Rich Sonnenschein welcomed the members in attendance, and those participating via telecom. Reviewed the high points of the June 25th meeting of the SNAME/ASNE Ship Design Committee.
  3. SLF-51 Recap – Bill Peters reviewed the major developments during the July 14-18 meetings, including:
  4. SOLAS 2009 – The initial set of Explanatory Notes was presented for the new subdivision and damage rules, which will enter into force on January 1, 2009; a correspondence group (Sweden & UK) will focus on RO/PAX issues.
    2008 Code of Intact Stability – forwarded to MSC for adoption at their early October 2008 meeting, is expected to enter in force in Jan 2010.
    New Generation Damage Stability Criteria – An intersessional group led by Japan is continuing to develop a performance-based, Dynamic Stability Code (human factors will NOT be included in the initial effort), with a targeted draft completion date of January 2010.
    Guidance for the Safety of Fishing Vessels < 12m in Length and Undecked at any Length – These voluntary rules are expected to be approved in 2010.
    New Generation Damage Stability – One task receiving attention is how administrations will deal with wind and roll.
    Large Passenger Ships – Issues include time-dependent survival ("time to flood"), return-to-port criteria, and the need for guidelines on watertight doors normally left open.
  5. Inclining Experiment Guidance and Instruction Project
  6. Tom Waters discussed the unchanged status of this project, currently on hold. Tom hopes to meet with project lead (and SD-3 member) John Womack soon, and resume efforts in standardizing the test procedure.
  7. Dynamic Stability Task Group (DSTG)
  8. Chris Bassler, who was not present, provided the following report on DSTG activities:
    The Dynamic Stability Task Group has been making progress since the May kick-off meeting by reviewing information on each of the areas identified by the individual teams. Initial drafts of reports by each team on the state-of-the-art for that topic will be compiled at the end of August. A presentation is scheduled for Wednesday, October 15, from 2-4 pm at the SNAME Annual meeting in Houston. The next meeting of the DSTG will be tomorrow, July 31, at DOT HQ from 0900-1230. Additional information about the group's activities is available on the DSTG website, which is linked from the SD-3 Panel website. For any comments or questions, please contact Chris Bassler.
  9. Review of Stability-Related PNA Draft Chapters
  10. Rob Tagg is updating Chapter 3, Damage Stability, to reflect the SOLAS 2009 Harmonized Cargo and Passenger ship rules, and when ready, will forward a draft revision for review by Panel volunteers. Chapter 3 will likely be published alone. A previously identified need to also incorporate damage stability considerations for Naval and small vessels into this chapter will require prompt action on the part of Panel volunteers. Tapan Mazumdar indicated that the draft portion addressing Navy ships is about 50% completed, and Chris Barry indicated that he would need to purchase a number of ISO rules, to provide small vessel criteria. Rich Sonnenschein suggested that SNAME T&R might fund this modest purchase, and would contact Alan Rowen. He also emphasized that it was important that the Panel communicates with Rob Tagg, to make sure his schedule is not negatively impacted.
  11. Stability Panel Web Site
  12. Jane Louie has set up the Stability Panel SD-3 web site (see http://legacy.sname.org/committees/design/SD-3/index.html). The new Ship Design Committee (SDC) Collaborative Web Site, courtesy of Panel SD-2, was further discussed, and it was agreed to the Stability Panel should benefit from some of the features this platform offers.
  13. Panel comments on SAWE and ASTM Stability Tests
  14. Rich Sonnenschein forwarded coordinated comments by Panel members regarding ASTM F 1321, Guidance on Stability Tests and Deadweight Surveys, whose deadline is August 1. Rich expressed his thanks to all Panel participants for their support, particularly, Chris Barry and his staff, Rick Anderson, Tapan Mazumdar, Rob Tagg, and Bill Cleary. Rich Sonnenschein will contact the SD-1 (Weights) chair with regard to SAWE point of contact, for further information on that group's current activities.

New Business

  • Bruce Johnson brought up the need for a less expensive and easier way for small vessels to conduct inclining experiments, which the US Coast Guard would recognize. There followed some discussion, including Tom Waters's observation that the Coast Guard would probably not be very forthcoming without significant documentation to support the essential accuracy of a proposed, alternate approach.

Action Items

  • Dynamic Stability Task Group - All interested in participating in DSTG activities should contact Chris Bassler; next meeting is July 31, at DOT.
  • Rich Sonnenschein will contact Rob Tagg to get his schedule for completion of PNA, Chapter 3, and contact Alan Rowen to for guidance on obtaining quick funding for ISO documents needed by Chris Barry for his small vessel criteria input to Chapter 3.
  • Tapan Mazumdar, et al, to provide Navy damage stability criteria input to PNA Chapter 3; Chris Barry to provide input pertaining to small vessels.
  • When ready, Rob Tagg will forward revised PNA, draft Chapter 3, Damage Stability, to Rich Sonnenschein for Panel review.
  • Dave Maurer will forward a softcopy of PNA, Chapter 2, Intact Stability, to Rich Sonnenschein, for Panel review, using the SDC Collaborative Web Site.
  • Rich Sonnenschein to get all Stability Panel members registered for access to the SDC Collaborative Web Site.
  • Rich Sonnenschein to check with Panel SD-1 chair, and advise on current efforts regarding the SAWE Inclining Experiment standard.
  • Jane Louie and Rich Sonnenschein to add materials to the Stability Panel web page as needed.

Adjournment / Next Meeting

The meeting was adjourned at noon; the next Stability Panel meeting is scheduled tentatively for 9:30 a.m., on October 29, 2008, at the DOT building, in Washington, DC.
