Old Business
- Introductions
Rich
Sonnenschein welcomed the attendees, and thanked them for the strong
turnout, also noting guest, Manu Battina, of ABS. The meeting was
enhanced by the participation of eight members, via telecom. Reviewed
the high points of the March 27th meeting of the SNAME/ASNE Ship Design
Committee, which was attended by over 70 persons.
- SLF-51 Prep – Bill Peters reviewed the major items covered, including:
SOLAS 2009
– to be completed at SLF-51in July 2008, with the initial set of
Explanatory Notes, and enter into force in January 2009; in the
aftermath of the loss of the MS EXPLORER, it will specifically address
progressive flooding through ship’s sanitary system.
2008 Code of Intact Stability
– forwarded to MSC for adoption at their early October 2008 meeting,
expected to apply to ships built after Jan 1, 2010. - An intersessional
group, of which Vadim Belenky is a member, is developing the framework
for new generation, performance-based, Dynamic Stability Criteria
(human factors will NOT be included in the initial effort), including
terminology, for submission to IMO in July 2008. There is another
correspondence group, addressing Minor Progressive Flooding for pipes
less than 30 mm (or possibly less than 50 mm) in diameter, considering
faulty non-return valves.
Guidance for the Safety of Fishing Vessels < 12m in Length and Undecked at any Length – these voluntary rules are expected to be approved at SLF-51.
New Generation Damage Stability Criteria – Three tasks will be addressed at FLS-51, including how administrations will deal with wind and roll.
Damage Stability – Issues need to be resolved, concerning the treatment of runoff, for tankers and bulk carriers.
Large Passenger Ships
– Issues include guidelines for flooding detection systems;
time-dependent survival (“time to flood”); and return-to-port criteria.
- Inclining Experiment Guidance and Instruction Project
Tom
Waters discussed the unchanged status of this project, currently on
hold. Tom hopes to meet with project lead (and SD-3 member) John Womack
soon, and resume efforts in standardizing the test procedure.
- Dynamic Stability of Small Navy Vessels
Chris
Bassler, DSTG Coordinator, updated the Panel on DSTG activities to
date. At the T&R Steering Committee meeting in November 2007, the
Task Group for Dynamic Stability was formed; the Group operates under
Panel SD-3, and also reports to Panels H-7 (Seekeeping) and H-10
(Controllability). One of the Task Group's deliverable is to present
T&R sessions at the 2008 SNAME Annual Meeting. Two DSTG planning
sessions were held (planning members are listed in the attached DSTG
Planners document), which focused on:
- a draft charter, by Bill Peters, Phil Allman, Chris Bassler, Karl Stambaugh (USCG-ELC), and Bruce Johnson;
- identifying eight distinct tasks and respective team leads (see attached SNAME DSTG Teams document);
- and a DSTG web page, set up by Jane Louie (see http://legacy.sname.org/committees/design/SD-3/taskgroups/DSTG/).
The
first meeting will be held at DOT Headquarters in Washington, DC, from
0900-1500 on May 14, 2008; for more details, see the link listed above.
Contact Chris Bassler by May 8th, if you wish to attend this meeting,
either in person (space is limited), or by telcom.
- Review of Stability-Related PNA Draft Chapters
Rob
Tagg reported that Chapter 2, Intact Stability (author Colin Moore) has
been revised. ACTION: Rich Sonnenschein will request a softcopy. Rob is
currently updating Chapter 3, Damage Stability, to reflect the SOLAS
2009 Harmonized Cargo and Passenger ship rules, and when ready, will
forward a draft revision for review by Panel volunteers. Chapter 3 will
likely be published alone, sometime this summer. ACTION: A previously
identified need to also incorporate damage stability considerations for
Naval and small vessels into this chapter will require prompt action on
the part of Panel volunteers, Tapan Mazumdar (lead), John Rosborough,
Mike Bergmann, and Chris Barry.
- Stability Panel Web Site
Jane Louie has set up the basic Stability Panel SD-3 web site (see http://legacy.sname.org/committees/design/SD-3/index.html).
The new Ship Design Committee (SDC) Collaborative Web Site, courtesy of
Panel SD-2, was also discussed, and it was agreed to the Stability
Panel could benefit from some of the features this platform offers.
- Panel comments on SAWE and ASTM Stability Tests
There
was no progress to report on this earlier suggested Panel task. ACTION:
Rich Sonnenschein will contact the SD-1 (Weights) chair with regard to
SAWE - and an ASTM point of contact, for further information on current
activities.

- Dynamic Stability Task Group - All interested in participating in the May 14 DSTG meeting to contact Chris Bassler by May 8.
- Rob Tagg to forward updated draft of PNA Chapter 3, when ready.
- (previous
item) Tapan Mazumdar, et al, to provide Navy damage stability criteria
input to PNA Chapter 3; Chris Barry to provide input pertaining to
small vessels.
- Rich Sonnenschein to check with Panel SD-1
and ASTM, and advise on the current efforts regarding the SAWE and ASTM
Inclining Experiment documents.
- Jane Louie and Rich Sonnenschein to add materials to the Stability Panel web page.
- Rich Sonnenschein to get all Stability Panel members registered for access to the SDC Collaborative Web Site.
Adjournment / Next Meeting
The
meeting was adjourned at 11:30 a.m.; the next Stability Panel meeting
is scheduled tentatively for 9:30 a.m., on July 30, 2008, at the DOT
building, in Washington, DC.
