NEWS: IMO MEPC 60 Adopts North American ECA
The recent adoption of amendments to the MARPOL convention to formally establish a North American Emission Control Area, along with existing regulations in California and various parts of the EU, make this symposium of great current interest to all ship owners and operators.

Symposium Purpose & Overview

The geographic regions in which only low sulfur fuel can be used are growing. Whether it is regional air quality regulations (e.g. CARB) or international Emissions Control Areas (ECAs) as defined by IMO, the commercial vessel operator is faced with the task of regularly switching HFO burning diesels to distillate. Some operators are experiencing difficulties during the fuel switching process and during sustained operation on marine distillates due to the effects of the low sulfur and low viscosity characteristics of this fuel. These can be manifested in higher maintenance costs, changes in fuel oil handling and storage systems, and decreases in plant reliability during critical maneuvering operations.

This symposium will examine the operational issues and practical experiences of fuel switching from multiple view points, including those of owners/operators, regulators, fuel suppliers, machinery manufacturers, and those responsible for vessel safety. Panel discussions will encourage dialog between all interested parties. It is hoped that this dialog and the information presented will help owners meet the requirements for fuel switching safely and reliably, and for others to appreciate the technical and operational challenges of operating on low sulfur fuel oil.

CARB Maritime Air Quality Technical Working Group (MWG) public meeting

 

Prior to the SNAME symposium, staff of the California Air Resources Board (ARB/Board) will conduct a Maritime Air Quality Technical Working Group (MWG) public meeting.  This day-long meeting is designed to promote an active exchange of information through focused presentations and discussions on the use of low sulfur distillate fuels as required by the “Fuel Sulfur and Other Operational Requirements for Ocean-Going Vessels Within California Waters and 24 Nautical Miles of the California Baseline” which began implementation on July 1, 2009.” 

 

The MWG meeting is open to the public, does not have an attendance fee and does not require prior registration.  Additional information can be found at:
