Paper: International Regulations: An overview of IMO Conventions and Codes (The presentation has been approved for PE credit)
Presenter: Roderick Acquie, Vice Chair SNAME NY Metropolitan, Maritime Policy Advisor
Mr. Roderick Acquie is a Maritime Policy Professional, with more than 20 years of experience, who has collaborated with Maritime Administrations and Industry Trade Associations on the development of regulations during the IMO Committee and Subcommittee meetings in London, and cooperated with members of the International Association of Classification Societies (IACS) on the development of technical interpretations and procedural requirements through his participation in IACS technical panels.
He has developed the implementation scheme of many IMO requirements for ships of different ship’s registries to ensure compliance with the requirements by the entry into force date, as well as training material for surveyors and engineers who are responsible for the verification of the applicable requirements.
Mr. Acquie holds Bachelor of Engineering and Master of Science Degrees from the State University of New York Maritime College.
In addition to the requirements imposed by the national legislation of a specific country, there are many safety, security and pollution prevention international requirements which must be met in order for ships to trade around the world. Most of these international requirements are developed and published by the International Maritime Organization (IMO) in the form of Conventions and Codes. In order to apply the requirements of these IMO instruments, it is necessary to understand the hierarchy of these documents. Additionally, it is necessary to have the knowledge of the different areas covered by these instruments in order to provide a comprehensive guidance.
This overview will touch on what is the IMO and its relation with other organizations, the lifecycle of a requirement, the IMO major Conventions/Codes and their goals, and a quick look at some of the requirements currently affecting the industry.
