The SNAME Gulf Section includes Louisiana, Mississippi, Alabama and some areas of Florida. Joint section meetings are held throughout the year with our local ASNE sections. We hold meetings along the Gulf Coast, with most meetings either in the Mobile area or the greater New Orleans area. We strive to find topics that are both of interest to our members and pertain to the local industry. Challenges in the Design Development of the USCG’s Polar Security Cutter

The presentation will discuss the evolution of the Government’s specifications and Technology Associates Inc’s (TAI) approach as the Designer on VT Halter Marine’s team to meeting them. The USCG Polar Security Cutter is unique in its requirements. A good ice breaker hull form is inherently a poor seakeeping hull form. So, the requirements to travel more than 10,000 nm, have an open water and ice scientific mission and yet break ice with the least installed power are all diametrically opposed. The need to adapt, provide feed-back to the Government and come up with a design which would need to be the winning design, buildable, cost competitive, have the least life cycle cost, while managing the risk to the Government and the Builder had many inherent challenges. The approach to these challenges will be discussed.

Mr. Raj is a 1974 University of Michigan graduate in Naval Architecture and Marine Engineering. After college he worked for Brown and Root (now KBR) working on complex offshore Floating Systems including projects for the High Arctic. Later, he worked for VT Halter Marine for 17 years where he was Sr. VP of Government Programs, Executive Vice President, President and then Chairman of the Board. After leaving VT Halter as its President, Mr. Raj created Technology Associates, Inc and now employs more than 50 marine professionals. He has authored or coauthored over 30 technical papers presented at professional forums in the US, Singapore, China, India, and UAE. He is a Fellow of SNAME, a member of ASNE and a Life Member of the US Navy League.
