“BALLAST WATER MANAGEMENT: LEGISLATIVE AND TECHNICAL ASPECTS”

On June 23, 2005 the fifth technical meeting of the Greek Section for 2005 took place at the auditorium and reception facilities of Kristen Navigation Inc, which has kindly hosted the Greek Section meetings since the section was started in 2002.

The meeting was attended by about forty members and non-members, during which Mr. Yannis Stratis and Mrs. Hara Fasianou, Marine Plan Approval Surveyors of Lloyds Register in Piraeus, presented their paper on: “Ballast Water Management:Legislative and Technical Aspects”.

In view of the IMO International Convention for the Management of Ballast Water and Sediments adopted on February 13, 2004, the presentation addressed the implications and applicability of both International and National requirements for ballast water management. An update was provided on the latest regulatory requirements and developments operational and safety risks involved and a practical insight into the preparation of Ballast Water Management (BWM) Plans were also covered. The conclusion addressed the future considerations regarding ballast water treatment technologies and gave practical advice on what needs to be done to comply with the national regulations until the convention enters into force and what needs to be considered eventually after the convention enters into force. The convention will enter into force 12 months after at least 30 States, the combined merchant fleets of which constitute at least 35% of the gross tonnage of the world’s merchant shipping.

It was finally pointed out that an early decision during the ship design stage should be made on what BWM method (s) are to be used for new buildings. The MEPC 53 of IMO is expected to finalize and adopt guidelines in July 2005.
