Meeting report for April meeting of SNAME Texas Section: Gabriel Delgado-Saldivar of Maritima de Ecologia S.A. de C.V. presented a new approach to provide well intervention services to PEMEX with Well Testing Service Vessels (WTSV). Many of the production facilities owned and operated by PEMEX in the Gulf of Mexico do not have adequate facilities to perform well intervention services. Also, PEMEX has traditionally sent all waste from well intervention through a flare stack. Unfortunately, this proved fairly inefficient, resulting in continual high fines due to environmental damage. In order to provide a more cost effective and environmentally friendly approach, Mr. Delgado has been involved in the development of two WTSV - the M/V TOISA PISCESoisa Pisces and the M/V BOURBON OPALEourbon Opale. These vessels can travel between the various PEMEX platforms to provide well intervention services, and also have capacity to store waste products to reduce environmental impact due to flaring. Waste can either be injected into waste disposal wells or transferred to shore for disposal. The WSTV is also capable of limited production to minimize loss of hydrocarbons to waste disposal.

 

 

 

 

 

 

13th SNAME Texas Offshore Symposium

This year’s Offshore Symposium, hosted by SNAME’s Texas Section, was held on February 24, 2004. This one day event attracts individuals from a wide range of disciplines within the offshore industry. This year the program was quite diverse, with six tracks of papers in addition to a luncheon presentation.

The symposium began with a presentation from Andrew Breuer (M) of ABS on the history and future of jack-up stability rules. Mr. Breuer looked at the history of jack-up stability-related casualties, and how they influenced the development of rules. He then went on to discuss the current work being done by a number of organizations to improve the Rules. Per-Christian Fett (M) of Fearnley Consultants then presented a paper on the technical and economic factors that are influencing current development in the LNG market. Mr. Fett discussed how these different factors interact to determine the success of LNG as an alternative to crude oil. The session chairs were Henry Reeve (M) of ABS, and Peter Noble (F) of ConocoPhillips.
