SMTC TECHNICAL PROGRAM
All SNAME and SPS Papers Now Posted - SPS Presentations Soon to be Added - Discussion Invited
Continuing Education Credit Available
Panel Discussion: Economics of Jones Act Product Distribution

All of the SNAME and Ship Production Symposium papers that will be presented at the annual meeting, the SNAME Maritime Technology Conference and Ship Production Symposium, are now available for review and discussion at www.sname.org/AM2005/technical_program.cgi. What remains to be posted are the SPS presentations that will not be accompanied by formal papers; these will be posted next week. Discussers are asked to follow the instructions located at www.sname.org/discussers.htm. Formal discussion should be submitted expeditiously to facilitate consideration by the authors.

To date, 60 of the SNAME and SPS papers and presentations have been evaluated and accredited for continuing education credit, at 1 PDH each, as indicated in the technical program schedule. A PE attending the SMTC will therefore be able to earn as many as eleven PDHs by attending technical sessions.

SNAME T&R Panel O-36 has organized a two-hour panel session and discussion to address the decline in the Jones Act product carrier fleet. For more information click here.

SNAME's Strategic Plan

The Strategic Plan for SNAME outlines and describes the various actions and efforts necessary to carry out the Goals and Objectives and realize SNAME's Vision over the next five years. This is a living document which will be reviewed and updated frequently as the Society moves forward. Below are links to President Roger Compton's letter to SNAME members and also a link to the Strategic Plan. The plan is located in the Members Only portion of the SNAME website, therefore you will be asked to enter your username and password to access.

International activities – did you know SNAME has
IMO information on our Website?

For the last two years Panel O-44 (Marine Safety and Environmental Protection) has been posting information to keep members informed of activities at the International Maritime Organization.

Link to www.sname.org/committees/tech_ops/O44/imo.html. The web page provides members with basic information on the activities of the Maritime Safety and Marine Environmental Protection Committees, and various technical sub-committees, as well as selected IMO press releases. Currently there are a number of issues that are reported in detail as these are of interest to members; one is Goal-Based Structural Standards. This agenda item was introduced by Greece and the Bahamas and was formerly referred to as “Robust Ships and Quality Building Standards.”

PE Updates

~ PAKS Survey ~

The NAME PAKS (Professional Activities and Knowledge Study) Survey is proceeding very well with more that 760 responses, about two-thirds from international and unlicensed members. The survey site will remain open through Labor Day (9/5/05). We are seeking as complete and diverse a sample as possible, covering all aspects of the marine community, so please complete the survey now whether you are licensed in the US or not. The survey is located at www.surveymk.com/s.asp?A=92039346E58874.

The SNAME position on licensure is neutral. SNAME's primary concern is to provide services to its membership and the profession. Each member must determine his/her position on the issue of licensure. It is the licensing jurisdictions that set forth requirements for the professional practice of engineering. All of the jurisdictions require that engineering services be offered to the public only by engineers who are licensed or exempted. In most jurisdictions firms offering engineering services to the public must have at least one licensed principal. The basic intent of licensure is to protect public health and safety. The National Council of Examiners for Engineering and Surveying (NCEES) that produces the license examinations and makes them available to the states assists in this process and SNAME acts as a sponsor for the NAME exam by preparing draft examination materials for NCEES.

~ PE Action Items ~

  • The exam will next be given on April 21, 2006. Anyone planning to take the exam should note that NOW is the time to start the application process. Filing deadlines in some states are as early as late September. For more specific information go to www.ncees.org.
  • PERC will again be offered starting on January 9 and will finish at the end of March. Those wishing to get a head start in their studies can arrange with Rich Mouk for early access to the 2005 website and later access to the 2006 website when the course starts. PERC tuition remains at $500 for SNAME members and $650 for non-members. Those who took the 2005 PERC are still able to access the PERC website and can re-register for 2006 at no additional cost.
  • The Item Selection Meeting for the 2006 NAME exam is scheduled for September 14th at SNAME HQ. The meeting will be worth 7 PDHs for those who participate. If you are interested in participating contact dchapman@UDel.edu or wmaclean@sname.org. As an added bonus, the NY Metropolitan Section will be having its September meeting that evening which will be accredited for 1 PDH.

Extreme Waves for Ship and Offshore Platform Design


This 60-page report recommends that ships and offshore platforms be designed to survive encounters with extreme waves. The report is identified as T&R Report R-57 and is issued as a CD. For more information click on report cover at right.

Many readers will remember our colleague on the HQ staff, Debbie Sirotiak, who passed away unexpectedly on Saturday, August 27th. A funeral service was held on August 31st. We extend our condolences and prayers to the Sirotiak family.
