Update on SNAME Ad Hoc Panel #11


Evaluation of Accidental Oil Spills from Bunker Tanks

Ad Hoc Panel #11 would like to alert SNAME members to the fact that IMO is now considering proposals to require double hull protection for bunker tanks. In the opinion of the Panel, this would have a significant impact on the future design of certain ship types, especially containerships and small bulk carriers.

Background: Ad Hoc Panel #11 was formed in October 2000 to study the bunker tank issue from the vessel design perspective and consider potential bunker tank/spill performance standards. The Panel developed a performance-based methodology for evaluating the oil outflow from bunker tanks as the basis for a possible alternative standard to a prescriptive "double hull" standard for bunker tanks. The methodology was submitted to IMO (paper DE 46/INF.4) for consideration in December 2002 by Panel member INTERTANKO, which has NGO status at IMO.

The planned work, not yet undertaken by the Panel, called for an assessment of relative capital and operating costs associated with alternate tank configurations (of several ship types) shown to be promising utilizing the methodology developed. These costs were to be used to provide a sense of the cost-benefits of the configurations examined.

The Panel believes that recent events, in particular the EU initiatives following the Prestige casualty, have changed the landscape considerably at IMO since the Panel was established. The Netherlands and Norway have both submitted separate papers to IMO proposing prescriptive requirements for double hulls in way of fuel tanks. This approach is garnering support, and it is uncertain whether economic impacts will influence the deliberations at IMO.

In view of these new developments, the Panel has elected not to carry out its uncompleted work until there is greater indication that economic factors will be given consideration in the IMO deliberations.

Rosenblatt Scholarship Fund

SNAME sadly announces the death of Lester Rosenblatt who passed peacefully in his sleep on June 15, 2003. He was a Past-President and an Honorary Member of the Society to which he devoted so much of his time and energy.

The Society will be establishing a scholarship fund in memory of Lester and his father, Mandell Rosenblatt. New Textbook - Ship Design & Construction

The Society of Naval Architects and Marine Engineers announces the release of the third edition of its acclaimed text, Ship Design and Construction, edited by Thomas Lamb, Professor of Naval Architecture at the University of Michigan. The tenth Propellers and Shafting Symposium has been organized by Panel M-16 of SNAME's Technical and Research Program, in cooperation with the Hampton Roads Section, for September 17-18, in Virginia Beach, Virginia. Panama Canal Improvements

Many of our readers will be interested to note these changes in progress or planned for the canal:

  • widening of the Gaillard Cut from 152 meters to 192 meters
  • additions and improvements to locomotive and tug fleets
  • replacement of locomotive tow tracks
  • conversion of lock machinery to hydraulic operation
  • new locks control system
  • new 360-degree simulator

Last month we noted that the 1953 SNAME paper "On the Motions of Ships in Confused Seas" by Manley St. Denis and the late Willard J. Pierson, which established the foundation for rationally predicting seakeeping characteristics of ships, will again be acknowledged at the upcoming World Maritime Technology Conference in San Francisco. We invited readers to identify participants photographed at the 20th anniversary of the paper at Webb Institute of Naval Architecture.
