In June, we initiated a membership recruitment drive. Letters have been sent to professionals who belong to other maritime organizations or subscribe to industry publications. Should you, as a member, receive a recruitment letter, we apologize in advance. It was because our computer was unable to match your name and address, as it appears on the mailing, with the name and address under which your SNAME membership is recorded. If you return the reply card to Deborah Sirotiak at Headquarters, for this inconvenience, we will gladly credit you with $10.00 in SNAME Bucks towards the purchase of SNAME publications.

2001 Nomination Program

At the end of May, we initiated the new "Member-get-a-Member" Nomination Program, part of our "21st Century Membership Drive," which was introduced in a recent SNAMeNewsFlash and emailed to our members. This campaign will not only benefit your associates and the Society, but will provide you with the opportunity to win valuable prizes, including a free year of membership for 2002, and/or a PALM VII handheld computer. Technical Papers and More

Many of you have taken advantage of the thousands of technical papers available to you via SNAME's web site. What you may not have realized is that you can also reach the technical archives of The Institute of Marine Engineering, Science and Technology, IMarEST (formerly The Institute of Marine Engineers - IMarE).

As a result of the Reciprocal Membership Agreement between SNAME and IMarEST, members visiting the SNAME web site can easily access IMarEST's web site to conduct research for valuable technical information. IMarEST's 'Technical Information Holdings' area of the web site contains papers and technical content from past editions of International Maritime Technology (Transactions) from 1995-99 as well as historical and current papers. Access is available in one of two ways. Clicking on 'Technical Information Holdings' on the homepage will take you to 'List Free Downloads' where you can view all that is available to members and non-members for free. Otherwise, access is via the 'Publications' menu. Either by key-word searching or just clicking on 'List Free Downloads' the list of papers available free to members and non-members are shown by date, title and author. Downloads of papers are free to members and Reciprocal Members, and available via the shopping basket at a nominal charge to non-members.

Congratulations, your voices have been heard! Once again, the 2001 Directory will be printed with an expected mailing in August.

SNAME Abroad

Progress of the Internationalization Committee

In the recent past many members in Greece have expressed the opinion that the Society should establish a visible presence there to better serve the Greek Maritime community. In response, Co-chairman Naresh M. Maniar visited Athens and Piraeus in February where he met with the senior technical managers of shipping companies, shipyards, and consulting companies, as well as the faculty of the Naval Architecture and Marine Engineering school at the National Technical University of Athens. The meetings confirmed that SNAME is held in high regard in Greece, and that its local presence would be welcomed. As a follow on, an ad hoc exploratory committee has been formed under Chairman, Petros Lalangas, to determine the appropriate form of SNAME's presence in Greece, and the nature of the preferred activities. A questionnaire has been presented to the members in Greece and the evaluation of the responses is expected to be completed by the end of the summer.

Earlier in the year Naresh Maniar also met with senior personnel of the Maritime community in India. The Institution of Marine Engineers and the Institution of Naval Architects, India have expressed the desire for cooperative activities with SNAME.

Developing SNAME Leadership
Written by the Student Steering Committee

SNAME is in the process of conducting an assessment of its governance policies, procedures and practices that will enable its members to have greater involvement in making decisions that effect the future direction of the society. As part of this internal governance reflection, SNAME students who attend maritime institutes and universities with naval architecture, marine engineering and ocean engineering programs have been invited to become more actively involved in society business by formally joining key society committees. Dr. Richard C. Boutwell (Chairman: SNAME Student Congress) has formed a new committee entitled the Student Steering Committee (StSC). Presently the StSC is made up of student volunteers who are developing the mechanisms to enable all institute and university students to participate and influence society direction. The Acting President of the StSC is Korin Strome. Korin is a new graduate from Virginia Polytechnic University who will be working for Exxon Mobile in Houston in their subsea department. She's been a member of SNAME for three years and past president of her student section.

In order to increase the interest and commitment of young professionals like Korin and other best and brightest SNAME students, the StSC will form a communications network to enable connections across key standing SNAME committees and student sections across the county. Other ideas the StSC is presently working on to achieve its objectives are:

  1. The development of a student web page on the SNAME site with:
    1. a bulletin board for items of student interest,
    2. a list of internship and co-op opportunities and
    3. a list of schools that provide a naval architecture, marine engineering or ocean engineering degree and their curriculum.
  2. Increased Annual Meeting student activities
  3. The development of a mentoring program between students and maritime professionals
  4. Membership and voting privileges on the Executive Level of SNAME
  5. The opportunity to have student representation on some of the Standing Committees.

There is an extremely low percentage of students, approximately 14%, who continue their membership in SNAME after graduation. Unfortunately, students and young professionals do not see the benefit of continuing their involvement in SNAME. The StSC intends to change this perception. At the annual meeting this year in Orlando, the StSC will be involved in the Student Congress Design Competition and also in a Law Making Session. At the Law Making Session, the StSC will create by-laws and determine the most effective organizational structure for reaching all students interested in participating. The StSC is also planning the formation of a job fair at the annual meeting. This would enable students to have access and exposure to a wide variety of companies all over North America and would allow companies to reduce their recruiting costs.

The fundamental objective of the StSC is to strengthen SNAME with greater involvement and participation of young professionals who have a spirit of optimism and innovation - a spirit SNAME intends to nurture with endorsement and funding. Young professionals will use society history as an anchor from which to chart new paths. These young professionals are the leaders of tomorrow, and we are obligated to provide them with strong roots and stalwart sails to meet the future undaunted. And as Dylan sang to us 30 years ago, "the times they are a changin". Properly supported by officers within SNAME, its members, university faculty and the maritime industry, these young professionals will overcome all obstacles and skeptics.

The success of our society's stewardship and membership commitment will be measured by the quality of the tomorrow's leadership. Please join us to develop all SNAME students, they are a limited and invaluable resource.

PERC COURSE

SNAME Needs Your Help

At the March 19, 2001 meeting of the SNAME Executive Committee, the Education Committee presented its plans for developing a web-based, distance-learning review course, known as the Professional Engineering Review Course (PERC), for engineers interested in preparing for the P.E. Exam in Naval Architecture and Marine Engineering. This proposed review course will be ready for use by January 1, 2002. Candidates are expected to complete the course in a 10-week timeframe prior to the exam, which will be administered by 42 states and jurisdictions in April 2002. The course is expected to cost $500 for members and $600 for non-members, with the development costs funded through the Society's operating budget.

The Committee has directed Headquarters to seek start-up funding from the industry by asking companies to pay the cost of six courses for $3000 now, in anticipation of having six employees take the course starting in January 2002. For this accommodation we are willing to provide a prepayment credit of $500 towards the $3000 for six courses, resulting in one single payment of $2500.

Your check should be made out to "SNAME - PERC", which will designate these funds specifically to the review course development account. Regular electronic reports of status and schedule will be made available to the designated contacts in each participating company over the next eight months.

We appreciate your interest and participation in this most worthwhile endeavor by SNAME to enhance the industry by creating an opportunity for the professional licensing of naval architects, marine and ocean engineers.

A Successful Symposium

The Society of Naval Architects and Marine Engineers, the American Society of Naval Engineers, and the Ship Structure Committee held a joint international symposium on marine environmental engineering in Arlington, VA, on May 31 and June 1, 2001. The symposium, titled "Marine Environmental Engineering Technology Symposium (MEETS) 2001: Engineering for a Sustainable Marine Environment", attracted about 250 participants from six nations and highlighted the presentation of 30 diverse papers ranging in subjects from policy & regulations and navy-specific requirements to oil-pollution prevention and aquatic-nuisance species. Admiral Robert E. Kramek, USCG (Ret), President, ABS Americas Division was the guest speaker during the plenary session and Admiral Larry C. Baucom, USN, Director, Environmental Protection, Safety, and Occupational Health Division (CNO N45), was the guest speaker during lunch on the first day.

Initial feedback on the symposium was very positive and the societies are now considering holding another symposium in 2003 (MEETS 2003). The 30 papers that were presented, as well as six additional papers that could not be included in the symposium agenda due to time constraints, are available on a fully searchable CD-ROM.

Naval Committee

In view of the fact that a primary focus of the US maritime industry is on the naval market, it has been decided to explore the creation of a Naval Issues Subcommittee within the T&R Committee structure to accomplish the following:

  • Identify core issues confronting the naval technical community and the boundary conditions which shape them,

  • Embrace a membership of both naval and commercially focused professionals with the skill and vision to lead discussion related to the issues identified;

  • Reach out and partner with sister organizations with like goals in order to ensure the greatest synergy is applied to the challenge,

  • Reach beyond our own shores recognizing that the same challenge confronts our community worldwide,

  • Create forum wherein the issues identified above can be thoroughly examined and discussed, and

  • Support the establishment of mechanisms whereby ideas which hold promise for innovation can be nurtured and matured.

The purpose of this announcement is to identify those within the membership who are interested in such a sub-committee. Please forward expression of interest to SNAME headquarters.

METS USA 2001


SNAME's Exposition Manager, Susan Giver, attended the METS USA 2001 Trade Show in Chicago, June 7-9. This event is a marine equipment show. We were interested in exploring the future potential of this show, generating booth sales for IMExpo, and increasing awareness of the benefits of SNAME membership.

T&R AD HOC Panel

Fishing Vessel Ops & Safety

The T&R Ad Hoc Panel on Fishing Vessel has gotten underway with its own web pages http://www.sname.org/committees/tech_ops/fishing/home.html. All the Working Groups (see the charter) got organized on the web using Intranets.com capabilities, but this site converted to a fee-based service, so SNAME's web contractor, EIH, is developing the SNAME Intranets for all panels, committees and sections to use for information transfer.

Working Group A on Stability Criteria will hold it's organizational meeting in September at the 5th International Workshop on Stability and Operational Safety of Ships in Trieste, Italy which will be attended by nearly half of Working Group A.

Working Group B, concerned with the effectiveness of stability letters, is holding its organizational meeting June 19th at the USCG headquarters. The chair, Ben Nicholson, will be the lead author in the Fishing Vessel (FV) Panel presentation at the Annual Meeting in October. The vice chair, John Womack, is a co-author with Bruce Johnson of a paper for the Trieste meeting.

Working Group C, concerned with addressing fishing vessel safety from a broad perspective, is underway with a spirited e-mail exchange on various approaches to developing FV guidelines. The chair, Michael Dyer, made a presentation to the "Technology and FV Safety" Panel organized by MARAD at the Massachusetts Maritime Academy.

In an effort to provide more current news of Section activities, starting this month we will feature a different Section's events or meetings in the SNAMeNewsLetter. Sections are invited to send newsworthy summaries of their activities to our Sections Manager at Headquarters, Debbie Sirotiak, dsirotiak@sname.org, for insertion. All items submitted, which appear in the NewsLetter or not, will also be printed in Marine Technology's SNAME News. The deadline for insertion is the third Friday of every month.

NY Met Section's Student Papers Night

The NY Metropolitan Section held its final meeting of the 2000-2001 season on June 5th, at the Downtown Athletic Club in lower Manhattan. It was the annual Student Papers Night, and two groups of students made presentations: Mark Shanks, John Ralls, and John Goering from the U.S. Merchant Marine Academy Student Section presented "The Design, Construction, and Operation of a Human-Powered Submarine", and John Hootman, Lucas Hurt and Jason Updegraph from Webb Institute presented "The Correlation of High-Speed Trimaran and Slender Monohull Experimental and Computational Seakeeping Predictions." The Honored Guest at the meeting was Robert B. Zubaly, Professor of Naval Architecture at SUNY Maritime College. Approximately 40% of the meeting's sixty-one attendees were students, which is one of the highest student attendance rates in recent memory.
