WMTC
2006
TWO WAYS TO PARTICIPATE!
WMTC 2006
will be hosted by IMarEST in London, 6-10 March 2006, in partnership with SNAME
and some 22 other organizations. IMarEST plans to present some 180 papers in
ten subject streams over the course of the conference. At this time SNAME members
are invited and encouraged to participate in the technical program by volunteering
to serve on papers committees and by submitting papers. For a list of the subject

Participation
on WMTC Papers Committees
Each of
the subject streams has its own papers committee, or Conference Organizing Group
(COG). The COGs will conduct their business electronically, so that
travel to attend meetings should not be necessary. The COGs will select
the papers to be presented from the submitted synopses, and then oversee their
preparation and review. SNAME members wishing to participate should select an
appropriate subject stream from the list (click
here) and submit brief evidence of their expertise in that area to the SNAME
Technical Director at arowen@sname.org,
for forwarding to IMarEST HQ and the COG chairmen. Members appointed to the
COGs will be issued user names and passwords enabling the on-line process to
go forward.
Submitting
Papers for presentation at WMTC 2006
Abstracts
of the papers must be submitted directly to IMarEST by 3 May 2005, through the
conference web site www.wmtc2006papers.com/cgi-bin/submission1.cgi.
If you submit an abstract please also send a copy to SNAME HQ, to Edith
Nowak at enowak@sname.org so that we can
keep track of them and be able to assist should questions arise. Please
mark the copy for WMTC06.
The
first WMTC in 2003 was organized by SNAME and was considered by all to be a
great success. SNAME participation now in WMTC 2006 is a way for individual
members to help to enhance the Society's international reputation - an opportunity
too good to pass up.

SNAME
Panel M-16 Survey
The
Society of Naval Architects and Marine Engineers (SNAME) M-16 Panel “Modernization
of Propulsion Shafting Systems” is conducting a survey to present
and analyze experiences and data from ship operators. The survey is being
conducted to identify any issues relating to propulsion shafting, propellers,
bearings, couplings, seals, and alignment. Results of the survey will
be published by the Society to assist the marine community in identifying
areas for further research.
All
interested parties are invited to participate in the survey by linking
to the website http://sname.seaworthysys.com
where the questionnaire is presented.
ALL
RESPONSES AND DATA SOURCES ARE ANONYMOUS.
This
is an opportunity to further our understanding of these critical issues.
Responses should be submitted by May 31, 2005.

NEW
- "Outreach" Pages on SNAME Website |
As reported in our March
1st issue, "Project Outreach”
has officially begun! Project Outreach is a program funded by the ONR. It
is designed to encourage high-school students to pursue rewarding careers
in science and engineering in general, and naval architecture, marine engineering,
naval engineering, and advanced marine design in particular, through the dissemination
of information on ship design-related careers. SNAME, along with ASNE, has
been tapped to create, design, produce, and administrate this Outreach program,
and efforts are well underway. We now have our Project Outreach web pages
up and running. There is a new Outreach button on the SNAME website which
links to these pages - click here

Comments Sought on Historical Significance of MARAD Ships
The U.S. Maritime Administration
(MARAD) issued a notice stating that it is seeking public comment and input
in order to assess the historical significance of a number of ships the agency
currently oversees.

SNAME T&R Ad Hoc Panel Input Impacts New Draft MARPOL Regulation for the Protection of Fuel Tanks
At the recently held 48th
session of the International Maritime Organization’s Ship Design
and Equipment Sub-Committee (DE 48, February 21-25, 2005) an agreement
was reached on a new draft MARPOL regulation for the protection of fuel tanks.
The draft regulation allows two options: either a prescriptive double hull
requirement or an alternative probabilistic oil outflow requirement (click
here for details).
SNAME
Ad Hoc Panel 11 provided initial technical input to DE 46 (via participation by
INTERTANKO) on a performance based methodology to assess oil outflow
from bunker tanks (click
here for details). Much of this input has been incorporated into the alternative
probabilistic oil outflow option in the draft regulation, which will be considered
for approval at the 53rd session of the Marine Environment Protection Committee
in July 2005.
The new draft regulation,
if adopted as currently drafted, will be applicable to all ships ordered
after August 2007, or delivered after August 2010.

IMO Goal-based Construction Standards for New Ships
SNAME members have an
opportunity to contribute to development of international goal-based ship
construction standards being developed by the IMO, which has undertaken a
major initiative to introduce these standards into SOLAS. The IMO plan calls
for the determination of fundamental standards to which new ships will be
built. Owners, designers, shipyards, and classification societies would then
employ their skills within that broad outline to construct safe and efficient
ships. They are not intended to set prescriptive requirements or to give specific
solutions. The main objective is to introduce a system whereby the standards
would be a measure against which the safety of a ship can be assessed during
its design and construction, as well as later on during its operation. For

US Dept. of State Shipping Coordinating Committee Meeting
The Shipping Coordinating
Committee, sponsored by the U.S. Department of State, will hold a meeting
in Washington, DC on April 22, at USCG HQTRS beginning at 9:30AM to prepare
for the upcoming meeting of the IMO Maritime Safety Committee. Among topics
to be addressed are goal-based standards for ship construction, passenger
ship safety, measures to enhance maritime security, bulk carrier safety, long
range identification and tracking of ships, fishing vessel safety, stability,
and load lines, and subdivision and stability of ships. Members of the public
may attend.
