Ad Hoc Panel on Fishing Vessel Operations and Safety

This new panel is the twelfth in a series of ad hoc panels formed under the T&R Steering Committee banner. Commerical fishing is the most dangerous industry in the United States when measured in terms of injury and fatality rates. The hazardous nature of this maritime profession is also prevelent throught the international fishing community. There is common recognition that a major shift in culture in the commercial fishing community is necessary and that this will be accomplished by increased awareness of the risk, the problems faced, whether in design or operations. The key element for SNAME will be development and pursuit of awareness efforts, working with other like-minded organizations, to affect a major shift to a safety culture.

Previous ad hoc panels have used the world wide web to provide accurate and timely technical assessments of critical issues. For this reason, we will use the web to disseminate and house information regarding Ad Hoc Panel #12. For more information, we invite you to follow the appropriate links provided. Any comments relevant to the Panel's activities are welcomed.

The Panel tentatively plans to use working groups to focus on specialized problems of interest. The plan and current status of the panel's work will be reported via the Internet. For more information on the Working Groups, please examine the draft charter (link below).

   Ad Hoc Panel Charter

Panel/Working Group Meetings Scheduled

Panel:
A meeting of all working group members of the Fishing Vessel Panel who attended the SNAME 2001 Annual Meeting took place on Friday, October 26th from 0900-1100. This productive meeting included a summary of the previous year's work, a presentation by WG B's Co-Chair, Mr. John Womack, and an overview of each WG's future plans. Mr. Womack's educational tooks and stability letter additions were presented, scrutinized, and discussed; resulting in a robust endorsement of WG B's efforts to date. Mr. Womack, LT Nicholson, and the Panel Chair, Dr. Bruce Johnson, plan to continue to work on these educational items and present the material a multiple future meetings include the February Commerical Fishing Industry Vessel Advisory Committee meeting at the Department of Transportation headquaters (to take place Wednesday, February 6, 2002). Other results from the SNAME Annual Meeting included a conensus among panel members to improve and amend the stability criteria; this task falls under the purview of Working Group A and is led by Dr. Johnson. Also resulting from the meeting, was a timeline for Working Group C, led by Mr. Mike Dyer. This timeline includes formalizing pragmatic maintenance programs and obtaining feedback from industry.

Working Group Meetings:
Working Group A held its first meeting during the Stability Workshop in Trieste Italy on the afternoon of September 11th. The meeting was very interesting and a healthy dialogue resulted despite the unfortunate timing of this event. Contact Bruce Johnson for details.

Several Members of Working Group B have continuously met over the last year and half. Future meetings include the CFIVAC meeting in February and a possible regional meeting in the Spring. The following framework for the working group is ongoing:

  1. A short paper will be drafted for the 2002 SNAME Annual Meeting to include the novel, yet pragmatic, educational tools being produced by Mr. Womack.
  2. WG B's focus is stability issues related to education, safety incentives for F/V masters, and useful, pragmatic tools for stability assessment that can be applied by the vessel masters and crew. This will transcend the Annual Meeting-- that is just a benchmark date as the panel is chartered for approximately one more year.
  3. WG B's tools will be based on a foundation of stability criteria that is formalized by WG A.
  4. WG C will provide the framework for maintence to compliment WG A's criteria and WG B's guidance. Thus, WG C is the practical implemtation arm that will hopefully convey long-term stability safety for fishing vessels.

Working Group C has exchanged an extensive e-mail correspondence and is beginning to utilize, along with the other working groups, the new password protected SNAME Intranet on Fishing Vessels (after contacting an administrator, visit the Fishing Vessel Intranet Site).

WHAT'S NEW

  1. Panel Approval - Ad Hoc Panel #12 was approved January 2001. If you are interested in participating, please contact Dr. Johnson or Mr. Lemley via their email (listed above).
  2. Panel Charter - A Charter has been drafted for the Ad Hoc Panel which details the objectives and scope of work. See the link above to examine the document.
  3. A new SNAME Fishing Vessel Intranet has been created which lists discussions, houses numerous documents and deliverables, and serves as a current clearinghouse for the Panel (including in-progress Panel activities and draft documents). Contact Dr. Johnson if you are interested in joining.
  4. New Documents to Download and Review - Mr. Womack and Dr. Johnson have produced a survey of the Panel's work to date. This survey is a WinZip, compressed document that is 1.95 MB in size. It is also posted on the Intranet site along with numerous other documents (note: to open a WinZip file, your computer must possess the WinZip Application; if you have difficulty with opening this file, please email Dr. Johnson and he will be happy to assist you). Please examine this document and provide feedback to the panel-- it is a good sample of the work that is being done by the Panel and objective scrutiny is welcome. To that end, the Panel has produced a brief questionaire as a direct, feedback mechanism; please take a moment to download this document (21 KB .rtf) and send it to Mr. John Womack, the Co-Chair of WG B. (Please note that a .rtf file cannot contain a virus as macros are excluded; it can, however, be editted and filled out by a word processing application and saved again as a .rtf file.)
