The December 1993 Meeting of the first Ad Hoc Strategic Planning Group (54K file) has been posted. In summary, the first Ad Hoc Strategic Planning Group was formed as a result of a point paper on An Assessment of SNAME T&R Program. Nominations for members of this first Ad Hoc Strategic Planning Group were put forth by the Regions and Sections, and the Group was appointed by the President ADM J. William Kime. The group was tasked to (1) evaluate the organizational structure of SNAME and recommend changes (2) address ways in which SNAME might expand its role in the marine community and enhance its value to its customers, and (3) collect ideas from the membership and combine them into workable solutions.

The Group will meet courtesy of the National Academy of Sciences, at the Georgetown Facility in Washington, DC on Thursday and Friday, May 20, 21, 1999. The Green Building of the Academy is located at 2001 Wisconsin Ave., NW, just south of the Holiday Inn. Read the notice board at the desk for the meeting room number. Tentative starting time for Thursday is 9:00.

  1. SLF 42 was concluded - 1988 Protocols will come into force 2 FEBRUARY 2000 - The IMO Sub-Committee on Stability and Load Lines and on Fishing Vessels Safety concluded its 42nd session on 12 February. Intersessional correspondence groups for SDS, Load Lines, high speed craft and fishing vessels were requested of the MSC. With the accession of the government of the Bahamas to the Protocol of 1988 for SOLAS and the Protocol of 1988 for Load Lines, both these Protocols will come into force in the year 2000. A website has been established for the Intersessional Correspondence Group on Fishing Vessels - www.sigling.is/imo/imofishing/home.htm.

  2. Harmonization of Damage Stability Requirements for Passenger and Cargo Ships - The application of probabilistic methodologies to ship damage stability is presently on the agenda of IMO's SLF. A number of SNAME members have expressed their concerns over the direction the Subdivision and Damage Stability (SDS) Working Group is headed with the harmonization effort. These members have questioned the position the U.S. should take in the international debate. The primary issue is: should the new harmonized standard contain a 2-compartment "safety clause" or should it rely purely on a probabilstic formulation? This matter is of keen interest to the SNAME membership at large, and a full airing of the issues will take place on this SNAME website. Over the next few weeks it is the intention to post on this site additional documents to permit all parties to join in the debate and discussion.   3. New Marine Board Committee on Double Hull Alternative Designs Study - In response to Congressional direction in the Coast Guard Authorization Act of 1998 (section 423), the Coast Guard has asked the Marine Board to convene a committee that will develop a rational assessment procedure to evaluate alternative tank vessel designs. The intent of this study is to establish an equivalency evaluation procedure that maintains a high standard of environmental protection, while encouraging innovative ship design.
