activities, the work plan for the panel, and a summary of meetings. For status

SSC-1400 Collision Report
Current Status of the Panel
- Leaders for all Working Groups have been established.
- A proposal for funding WG1 collision model assessment has been approved
by the SSC.
- A second proposal to SNAME and SSC for support of WG1 grounding model
assessment has been approved by SNAME pending approval by SSC.
- Work plans for WG1, WG3 and WG4 have been developed and posted on
the web. A baseline collision model has been posted for comment by WG1 and
updated based on Annual Meeting and other member feedback. A baseline set
of accident scenarios has been posted for comment by WG3.
- 3 meetings: kick-off meeting, planning meeting and SNAME Annual Meeting
1998 have been held.
- Good progress has been made in grounding and collision modeling and
in striking ship bow definition - summary on WG1
and WG3
pages.
- January 2000 - We are entering a critical time for accomplishing work.
A framework for the Panel Overview Paper will be provided to all members by
mid-January. We will need committments from all those who would like
to participate in writing the paper and from those who would like to provide
feedback. There will be panel and working group meetings in Washington
on 14 January. The research funded by the SSC and SNAME will comprise
a large portion of the paper, but it is not too late for additional contributions
if they can be ready by the end of the year. The paper will be the
primary work item for the upcoming meeting. Additional working group
papers will be presented at the 2nd International Conference on Collision
and Grounding. This will also be an excellent opportunity for work
done independent of the panel to be presented.

WG2 is combined with WG1. Datatified as a high priority continuing
problem.

Kick-Off Meeting
On May 14, 1998, Ad Hoc Panel #6, Structural Design and Response in Collision
and Grounding, was formed under the SNAME T&R Steering Committee with
support from the Hull Structure Committee, Ship Design Committee and Marine
Safety and Environmental Protection Panel (O-44).
Meeting of June 16, 1998
A panel planning meeting was held on June 16, 1998 at Coast Guard Headquarters.
Attendees at this meeting were: Al Brown, Paul Cojeen, Jaideep Sirkar, Kirsi
Tikka and ...
The following was accomplished:
- Review the membership.
- Discuss and agree to charter.
- Discuss and agree to panel subgroups and their respective chairs.
- Develop panel milestones.
- Plan use of the Internet.
- Plan ahead meeting dates.
SNAME Annual Meeting 1998 (11 November, 1998)
A panel meeting was held in San Diego at the SNAME Annual Meeting.
The following was accomplished:
- Feedback received on proposed methodologies
- Need more focus - Limit current application to majority of world tankers
in worldwide service
- Consider 4 classes of collision: right angle high energy, oblique
angle high energy, raking, local
- Use worldwide population of ships on international routes for developing
collision scenarios
- Present interim report at SNAME Annual Meeting 1999
- Present final panel overview paper at SNAME Annual Meeting 2000
- Arrange a 2nd International Conference on Collision and Grounding
with SNAJ for the Fall 2000.
SNAME Annual Meeting 1999 (30 September, 1999)
Panel status
was presented and a panel meeting was held in Baltimore at the SNAME Annual
Meeting.
The following was accomplished:
- Feedback received on proposed methodologies and work.
- Meeting scheduled for 12 November in Washington DC. (Changed to December
3)
- Other ongoing work and possibilities discussed - new bow study at
MIT, possible data sources.
- George Wong has moved to ABS Houston and will be studying collision
and grounding.
- Jeom Paik presented an excellent collision paper at the Annual Meeting
and will be visiting ABS starting in January.
- Final panel overview paper will be presented at the SNAME Annual Meeting
2000.
- 2nd International Conference on Collision and Grounding will be held
in Denmark in the summer of 2001.
Ad Hoc Panel #6 Meeting of January 14, 2000.
A panel planning meeting was held on January 14, 2000 at Coast Guard
Headquarters. Attendees at this meeting were: Al Brown, Paul Cojeen, Jaideep
Sirkar, Kirsi Tikka, John Daidola, Peter Gooding,
The following was accomplished:
- Data was discussed in depth. It was decided to combine WG2, the
Data Working Group, into WG1, the tools working group. A
data requirement summary
was presented by Al Brown. The USCG has initiated a project for the
Volpe Transportation Center to work with the USCG, ABS and Virginia Tech
to collect data. Virginia Tech has also initiated an undergraduate
project to collect data.
- The panel will make a presentation and present a paper at the SNAME
Annual Meeting 2000. A draft of the paper must be completed by 1 March
2000, and the final paper must be submitted by 26 May 2000. A framework
was discussed. Request comments and if anyone else would like to make
a major contribution, contact Al Brown, brown@aoe.vt.edu.
