MVeP's Phase 1 Report introduces a new environmental assessment for marine vessels.  Existing environmental efforts are summarized, and the need is verified for a standardized, voluntary, performance based, and market driven assessment that addresses the ship's total footprint. MVeP's Phase 1 checklist of 34 environmental impacts is presented.  Guidance to assess and achieve environmental performance on 4 standard performance levels is given in the Performance Assessment Guide to be written for each impact.  Phase 1 produced 3 draft Guides and a Guide template.  This document was originally released November, 2009.

The MVEP organizational structure is based on the LEED™ (Leadership in Energy and Environmental Design) for New Construction Rating System. This structure provides a framework wherein a checklist tracks distinct and measurable improvement efforts. To populate the MVeP checklist information on existing maritime vessel environmental initiatives was gathered from conference proceedings, journal and magazine publications, current and proposed regulations, and classification society publications. This broad range of information was normalized into 34 distinct and measurable environmental impacts (also called "credits").  Each impact is assigned to one of four categories: energy efficiency, water emissions, air emissions, and general meaures.  

These credit checklists were developed so that each credit is assessed on its own merit, and the compilation of all credit assessments makes clear the trade-offs of various measures giving a holistic view of the ship’s performance. The weighting of different credits is left to the party implementing the guidance.

The Template is filled in to produce the Performance Assessment Guide for one of the environmental impacts. It contains the following sections each with question prompts: Scope & Applicability, Statement of the Problem, Performance Levels, Level Justifications, Regulatory Environment, Directions for Future Research & Development, Design Integration, and Supporting Documents.

The update in November, 2010 gets rid of the "Performance Level" nomenclature.  The Prerequisite, Prescriptive Measures, Quantitative Metric, and Zero Impact are the 4 components of what is now called the Standard Assessment Methodology rather than Levels 1, 2, 3, and 4.
